Moscow Government seeks to offer more transparent services using Ethereum

The government of Moscow is looking for a subcontractor to build a Blockchain system to house the city’s administrative services.

One broadcaster reported that Moscow’s Information Technology Department had announced an auction to develop a system based on Ethereum that will house the electronic services now offered to Moscow citizens. The estimated cost of developing this project is about 57 million Russian rubles, equivalent to about USD 860,000.

Some of the services that will be hosted on the platform include: the issuance of documents related to property owners and residents; the allocation of space to farmers’ businesses in the city’s markets. The system will be based on authority test consensus and has a maximum capacity of 1.5 million simultaneous viewers.

The construction of the platform is expected to take 60 days once the contractors have been selected and the agreements have been signed in accordance with the terms. The Department of Information Technology said they hope to increase the confidence of Moscow’s e-services customers by boosting transparency through the use of a Blockchain.

The platform will also be integrated with other Blockchain experiments already taken by the Moscow state government. These include a voting platform called Active Citizen, which will allow Moscow residents to express their preference in everyday matters, such as the location of new bicycle lanes and street decorations in classifying city events.

The city has been testing Active Citizen since 2017. According to an official announcement, there is also a plan to allow certain districts to vote electronically during this fall’s legislative elections, using Blockchain technology. This option would be available to approximately 6% of voters.

Another process was launched in 2018, consisting of a system for allocating trade spaces to farmers in city markets, based on the Ethereum Blockchain, one media reported at the time. About 2,700 market stalls are available for the April-November market season, but about 20,000 people usually auction them.
